Definition of Bulk Mail

Bulk Mail, also known as "presorted mail," is a quantity of mail that the sender has prepared for mailing to qualify for postage discounts. To take advantage of special Bulk Mail rates, a sender must have a mailing permit; pay an annual mailing fee; pay postage using precancelled stamps, postage meter, or permit imprint; meet Postal Service standards for mail size, shape, and weight; ensure accurate addressing; presort by ZIP Codes; and take mail to the postal facility specified in the mailing permit.
